I'd guess that initex does not find the .pool files
in the current directory.
Maybe the line
initex = TEXPOOL=. ./initex
is not understood on all systems.
I would suggest that if this problem arises
one should try copying tex.pool from .../web2c-6.1/web2c/tex
to the place where it will go, probably /usr/local/lib/texmf/ini .
